The opposition is more atomized and Peronism is much further from a quorum than in the Senate. However, the dialogue blocks do not have unified positions and the Casa Rosada will have to carry out a tough negotiation with the provincial leaders to protect Milei's decree.

The Senate of the Nation voted against the mega DNU signed by Javier Milei and now all eyes are focused on the Chamber of Deputies , where it must also be rejected so that it is no longer valid.

Law 26,122 determines that both Chambers must veto a decree for it to be void. It is something that has never happened since the return of democracy, however, the result of the vote in the upper house turned on all the alarm lights in the Casa Rosada.

In the House of Representatives, libertarians face a less adverse outlook than in the Senate because they have more allies and the opposition is more atomized. But victory is not assured. La Libertad Avanza has 39 seats and adds another 37 from the PRO, a total of 76 firm votes in favor of the DNU . Meanwhile, the hard opposition is represented by 99 votes from Unión por la Patria and 5 from the Left Front. That is, a base of 104 against.

To reach 129 votes, the key will be the influence of the governors on the “dialogue” blocs: the UCR (34), We Make the Federal Coalition (23), Federal Innovation (8) and other smaller spaces such as Por Santa Cruz (2 ), Independence (3) and the Neuquén Popular Movement (1).

The breakdown of the vote in the Senate worries the ruling party for several reasons. The main one is that the UCR voted divided since Martín Lousteau (president of the National Committee), Pablo Blanco and Edith Terenzi spoke out against it.

Everything seems to indicate that the same will happen in Deputies, with the group led by Facundo Manes and the Evolución deputies who belong to the same space as Lousteau. In fact, the UCR already showed its internal fracture during the debate on the Omnibus Law and in the failed session this Wednesday, where five deputies came down to provide a quorum in rejection of the “collaborationist” position of the head of the bloc, Rodrigo de Loredo.

When consulted by Infobae , the radical group could not give certainty as to how many deputies will vote against the DNU, but some speculated that there could be at most a dozen.

For their part, senators aligned with governors Claudio Vidal , from Santa Cruz, and Alberto Weretilneck , from Río Negro, also voted against the DNU. Although it does not happen 100% of the time, generally both spaces act in harmony in the two chambers, so the two Rio Negros from Federal Innovation and the other two deputies from Por Santa Cruz could also give the DNU a thumbs down.

Meanwhile, the We Make Federal Coalition bloc will also be decisive. The space where former PROs, socialists from Santa Fe, people from Cordoba who respond to Governor Martín Llaryora and federal Peronists converge, played a key role in the lack of quorum in this Wednesday's session to debate the retirement formula.

Members of that space state that they agree “with 95% of the content of the DNU” but recognize that the Executive chose the wrong legal tool, which is why they propose that specific bills must be approved to replace the DNU before it is rejected. . They assure that only a traditional bill can guarantee the legal certainty required by many of the reforms contained in the DNU, for example changes in labor legislation.

It should be noted that the negotiation of the Minister of the Interior Guillermo Francos with the governors of Córdoba and Entre Ríos was crucial for the Hacemos Federal Coalition not to have all its members in Wednesday's session, since Llaryora dropped three deputies from Córdoba Federal and Rogelio Frigerio did the same with Francisco Morchio.

The gestures of good will from the governors also meant that that day 7 of the 8 members of Federal Innovation did not go down to the precinct. Although curiously the two senators of the Frente Renovador de la Concordia de Misiones , who respond to former governor Carlos Rovira , chose to abstain from the DNU vote. The missionaries have four members of Federal Innovation and will keep the mystery until the end, as they usually do.

The Casa Rosada must successfully repeat the dialogue strategy with the provincial leaders to protect the DNU if it arrives at the venue. So far, Peronism has not made requests for a special session because it hoped to advance in the Senate, where the relationship of forces was more favorable. But his attitude will be different after the partial victory this Thursday.
