The Union for the Homeland bloc in the Chamber of Deputies continues to seek critical mass in order to be able to bring to the floor the debate on the Decree of Necessity and Urgency 70/2023, the mega DNU by which the national Government repealed almost a hundred laws and modified around 300 other regulations.


Along these lines, a Debate Day was organized for tomorrow in the annex of the Legislative Palace where legal specialists will attend in order to exchange opinions on the norm that has been in force for almost four months and which, among other things, eliminated the law of rentals.


It is essential to reject the unconstitutional and harmful DNU 70/2023. For this reason, deputies from different blocks of the Chamber of Deputies will receive constitutionalists and legal specialists tomorrow,” wrote the president of the UP block, Germán Martínez.

Among the guests will be the constitutionalists Andrés Gil Dominguez, Eduardo Barcesat, Pablo Manili, among others. “It's going to be varied. The idea is to call on all constitutionalists to come and present. They will each speak for about 10 minutes and then they will open themselves to questions from the deputies of all the blocks,” one of the UP organizers explained to Infobae .

In a few more days it will be one month since the Senate of the Nation rejected the DNU that the Executive signed on December 20 and that has been applied since December 21 of last year - except for the labor chapter, which is suspended by Justice. And so far, Deputies have not been able to get the necessary support to also advance a rejection.


Unlike what happened in the Senate where UP asked on several occasions to bring the issue to the floor and the president of the Upper House , Victoria Villarruel , extended the deadlines, in the Lower House a request for a special session has not yet been presented to bring DNU 70/2023 to the premises.

“The regulations are different. In Deputies, you gather 10 signatures and ask for a special session. The day and time is set and the presidency - Martín Menem - cannot do anything. The one who asks is the one who has to be responsible for gathering the quorum and that is the main reason why Martínez has not yet made the request, he has not yet gathered the 129 votes” explained a parliamentary source.

A little less than a month ago, the Frente de Todos and a group of the anti-Kirchnerist opposition joined together and rejected the mega Decree of Necessity and Urgency that deregulates the economy. Milei's flagship standard was rejected with 42 votes, 25 in favor and four abstentions.

In the case of Deputies, the Martínez bloc made up of 99 deputies does not seem to be able to break the barrier of 110 votes that is the basis for advancing in the treatment of the Mega DNU.

The DNU is very extensive and generates many controversies, the point of the labor reform is the only one that is not applicable due to a decision of the Justice. Now, this could be discussed again since the Executive is currently defining the path to follow since the same articles that appear in DNU 70 could be included in the new omnibus law.

But while the Peronist bloc seeks to add wills that allow it to go to the premises, the Decree of Necessity and Urgency 70/2023 remains in force, which is why in the Executive when talking about the Base Law there is not so much anxiety. “Many of the deregulations sought in the base law are in the DNU that is in force and that today already seems difficult to reverse. How do you deal with those who closed a rental contract from December to now? There are things that do not seem to have a solution as simple as rejecting the DNU and that's it,” explained a libertarian legislator when analyzing why the opposition cannot follow the line that was imposed in the Senate.
