Without the necessary votes, with an ruling party strengthened by the result of the half-sanction and a sector presenting “mirror” projects to the mega decree, the Unión por la Patria bloc analyzes when to move forward again

The president of the UP bloc, Germán Martínez, speaks with the head of the Chamber, Martín Menem, during the particular treatment of the Omnibus Law

The result of the two days of sessions in the Chamber of Deputies of the Nation where La Libertad Avanza managed to give half a sanction to the Bases Law project and the fiscal package begins to change the pulse of the Lower House.

Not only because of the fact that the ruling party finally achieved a parliamentary victory, but also in the way in which it achieved it. With a block of 38 of its own deputies, it reached 142 votes for approval in general and maintained a floor of 134 in the specific voting of each of the chapters.

This situation showed a firmer bench since, with the unconditional support of the PRO, it managed to overcome without experiencing any moment of anxiety. Only when it came to voting on internal tobacco taxes did he lose, but that was something they knew could happen and they still hold onto the sword-width that is the presidential veto. Beyond that instance, he managed to leave the room stronger.

Milei when announcing the DNU

This is in the face of a Union for the Homeland bloc that, knowing it has been defeated since the Parliamentary Labor meeting ended, seeks to reorganize its strategy for the future. Especially, with regard to the treatment of the Decree of Necessity and Urgency 70/2023 that deregulated the Argentine economy and which already has the rejection of the Chamber of Senators.

This was what the UP bloc tried to do this Tuesday by asking for a special session that the president of the Chamber, Martín Menem, denied. The decision to request the session seemed to be framed more in a political move than in the certainty of the repeal of the DNU because the votes would not be there to do so. However, LLA decided not to take the risk.

This was recognized by deputy Juan Manuel Pedrini, who told radio Perfil: “We tried in two sessions to reach a quorum with other less complicated topics than the DNU and we were unable to open the sessions. Today I think they are not giving us the votes to discuss the DNU.”

The rejection of the DNU in the Senate

The other two issues are the budget for national universities and the retirement mobility formula. In that aspect, already quicker in reflexes, the libertarian deputy José Luis Espert, in his role as president of the Budget commission, summoned it for Wednesday, May 9 in order to avoid a new request for a special session that would can contribute votes to UP to cancel the DNU.

The problem faced by the bloc led by Germán Martínez from Rosario is that with 99 deputies it needs to join forces and the largest blocs do not seem willing to accompany this situation for now.

Both We Make the Federal Coalition and the PRO are working and presenting mirror laws to each of the chapters of DNU 70, so the only thing left to do is go fishing in the turbulent waters of the radical bloc. “There is a sector of radicalism referenced to the governor of Mendoza, Alfredo Cornejo, who is not willing to support a repeal. But there is another who looks at the president of the party, Senator Martín Lousteau, who yes, but who is waiting for the right moment ," explained a source from the centenary party.

In this scenario, the Deputies block has not yet defined how to continue. “There is no new date to request a session.” In a low voice they understand that the rest of the majority blocks do not accompany them for two reasons. The first is that there is ideological agreement among several deputies with what the decree proposes and that, in any case, they seek for this text to become law. The second is that those who oppose understand that “the street” still supports President Milei.

The reality is that the triumph of La Libertad Avanza in the Chamber changed the relationship of forces. Now the chances are that the opposition that collaborated with the laws that obtained half a sanction will seek a coup d'état to begin to differentiate itself.
