The ruling party in the National Congress has the green light from the Casa Rosada and defined that this week it will seek to rule on the Omnibus Law projects and the tax and labor reforms .


The president of the Chamber of Deputies, Martín Menem, defined that he will convene the plenary session of committees for Wednesday and Thursday of this week with the intention of ruling on all the projects and going to the venue next week and, as the minister of Interior, Guillermo Francos, will deal with everything together in a marathon session to take place between Monday, April 29 and Tuesday, April 30.


The intention to advance the processes and carry out a marathon session with all the topics together has to do with the idea of arriving at the May 25 event with the package of regulations that the National Executive wants already approved. In this scheme, the Senate of the Nation would have three weeks to rule on these projects and in the fourth week of May it could debate it in the chamber.

In the case of the Bases Law , the project that will be brought to the venue is much more limited than the one La Libertad Avanza sought to approve in the extraordinary sessions. At first it was speculated that the initial project would be used and modifications introduced. However, that February opinion the body decided to return to committee and that means it loses parliamentary status, so a ruling will be sought again.


All these points were finalized last Friday in meetings that took place at the Casa Rosada . The blocks of the PRO, the UCR and We Make the Federal Coalition participated in these meetings on the opposition side and Minister Francos along with technicians from the Economy and Chief of Staff.

One point that still remains to be resolved are the divergences that exist between several of the decisions made by the ruling party. The draft of the new Omnibus Law, in its article 1, shows divergences between the emergencies they request and those that are in force in the mega DNU.

Regarding the labor reform , the ruling party decided to take the project presented by the radical bloc and work on it. Ruling out that it goes within the Omnibus Law and with the chapter of DNU 70/2023 that refers to this issue stopped by the Labor Justice, LLA's strategy is to take advantage of the support of the dialogue bloc. And not only that, but since the radical project seeks to establish points that are not of vital importance for Javier Milei, he had room to negotiate with the CGT.

In order to achieve approval of the projects, the Government will need to have all of its own votes - something that after the last internal elections that resulted in the division of the bloc, no one is in a position to ensure; plus the entire PRO block; an important portion of the UCR block for now, the votes of We Make the Federal Coalition and the provincial ones of Federal Innovation.

But, in addition to this, the LLA negotiators have to have the support of President Milei . Not only because it enables them to negotiate and not be just “they bring and bring”, but because the president contains – as the deputy Emilio Monzó called it – “emotional bulimia.” That is, he should restrain himself, manage his frustrations and, above all, avoid attacking Congress and legislators in the middle of the process.
