The negotiations for the Base Law and the fiscal package are entering their final stretch and this Monday the Minister of the Interior, Guillermo Francos , had an intense agenda of meetings with opposition leaders, who suggested including in the discussion the labor reform that He was part of the presidential DNU and that stopped Justice.

According to different sources, several blocks had already been asking the ruling party the possibility of adding one of the projects presented by different parties in the new set of reforms that will be sent to Congress.

The head of the PRO bench, Cristian Ritondo , proposed it again to Francos in a meeting they held this Monday with different deputies from that same party. The reference of the space founded by Mauricio Macri was the promoter of one of the initiatives to modify the labor system.

After 3:00 p.m., the first person to arrive at the official's office in the Casa Rosada was the head of the Buenos Aires Government, Jorge Macri , who approached to talk about the reforms that President Javier Milei intends to approve in Congress and some issues related to The city of Buenos Aires.

Although it is one of the issues that the PRO leader has been complaining about for a long time, sources from Balcarce 50 assured Infobae that the co-participation funds being disputed with the province of Buenos Aires was not one of the issues discussed. during the day.

The Buenos Aires president had planned to participate in the meeting that was going to take place this Monday with a group of governors from the yellow party, but it was finally suspended due to a scheduling problem for some of the guests.

The head of the Buenos Aires government visited Franco this Monday

Upon learning of Francos' decision to postpone that conclave until next April 4, Macri contacted the minister and proposed holding a conversation, even if it was alone, to advance some points that will be discussed next week.

The head of the Interior portfolio accepted the recommendation and received it in his office together with the Undersecretary of Institutional Management of the General Secretariat of the Presidency, Eduardo “Lule” Menem , shortly after speaking with a group of mayors from different cities.

An hour after Macri left, deputies Cristian Ritondo , head of the PRO bloc in the venue, Silvia Lospennato and Silvana Myriam Giudici , from that same party, entered Francos' office.

The Chief of Staff, Nicolás Posse, also participated in that meeting ; the executive secretary of the Government, José Rolandi ; the Secretary of the Interior, Lisandro Catalán ; the Secretary of the Treasury Carlos Guberman , and the president of the Lower House, Martín Menem .

It was at that moment that Ritondo asked the national authorities to include his labor reform project in the new Base Law, but the minister, although he was open to discussing the issue, clarified that the necessary consensus must first be achieved. and that everything could be defined when the reform package goes to committee.

The ruling party seeks to generate a certain consensus among all sectors before sending the new Omnibus Law to Congress, to prevent the opposition from rejecting it again, as happened at the beginning of last February, but to do so it must first guarantee that there are no differences in some key points.

One of the issues that still generates conflict is the Income Tax, since the leaders of the southern provinces refuse to roll back the fourth category, while those in the north demand that it be done.

Cristian Ritondo visited the Casa Rosada several times in recent times

In fact, all of them have a WhatsApp group called “23 governors and 1 head of government” - at the request of Buenos Aires native Axel Kicillof , who highlighted that Macri's position name is not the same as that of the rest of his colleagues -, where they usually discuss this issue.

The Casa Rosada waits expectantly for the local leaders to come to an agreement, but the national authorities try to intervene as little as possible and have already made their position clear: the tax has to be modified again, since it is necessary to increase collection.

Some regional leaders, such as Alfredo Cornejo , from Mendoza, proposed some alternatives to try to reach an intermediate point, such as lowering the floor from which this tax begins to be paid, but with scales that are more progressive, so that more is earned as the salary is higher.

On Tuesday, Francos will travel to Salta at the invitation of the governors of Norte Grande, who suggested that he participate in one of the meetings they usually hold. There will be Raúl Jalil (Catamarca), Leandro Zdero (Chaco), Gustavo Valdés (Corrientes), Gildo Insfrán (Formosa), Carlos Sadir (Jujuy), Ricardo Quintela (La Rioja), Hugo Passalacqua (Misiones), Gerardo Zamora (Santiago Del Estero), Osvaldo Jaldo (Tucumán) and the host, Gustavo Sáenz .

On April 4, meanwhile, he will meet, in person, by zoom or mixed, with all the provincial leaders who made up Together for Change, so in addition to seeing Macri, Zdero, Valdés and Sadir again, He will also talk with Cornejo and with Maximiliano Pullaro (Santa Fe), Ignacio Torres (Chubut), Rogelio Frigerio (Entre Ríos), Marcelo Orrego (Chubut) and Claudio Pogg i (San Luis).

In this way, when these meetings end, the Minister of the Interior will have returned to negotiate separately with almost all the governors - he was already in the Casa Rosada with Alberto Weretilneck , from Río Negro, and with Rolando Figueroa , from Neuquén- and only Those who are most critical of the current national management will be missing, Kicillof, Martín Llaryora (Córdoba), Sergio Ziliotto (La Pampa) and Gustavo Melella (Tierra del Fuego), who, however, were in the official call on March 8, which was attended by the 24 local leaders.
