The ruling party is betting that the Chamber of Deputies will give half a sanction to the project on April 24 so that the Senate can approve it before May 25, the date on which the pact with the provinces and the opposition should be sealed.

The new version of the Omnibus Law will reach Congress in the first days after the long Easter weekend and the ruling party hopes to give it half a sanction on April 24. If this schedule is met, the Senate will have a reasonable amount of time to be able to approve the ambitious project definitively before May 25 , the date announced by the Government to seal a broad pact on State policies.


To avoid a new shipwreck in the Chamber of Deputies, Casa Rosada officials have been carrying out rounds of consultation and negotiation with the dialogue blocs (the PRO, the UCR and We Make the Federal Coalition). They hope to arrive at the venue with a broad consensus that avoids any surprises.


The last to meet with members of the Executive Branch were the representatives of the PRO. The deputies Cristian Ritondo, Silvia Lospennato and Silvana Giudici were received on Monday by the Chief of Staff, Nicolás Posse , and the Minister of the Interior, Guillermo Francos . Also present were the president of the Chamber of Deputies, Martín Menem, the deputy chief of staff, José Rolandi, and the secretary of the Treasury, Carlos Guberman.


Among other points, the PRO proposed including within the Base Law project the labor reform chapter of the DNU, currently suspended by the National Chamber of Labor . This is one of the issues that gathers the greatest consensus within the opposition and could be approved by legislative means without major inconveniences.

The PRO proposal is in line with the conversations that the Government had with the UCR and with the bloc led by Miguel Ángel Pichetto (HCF) . Both spaces welcome the bulk of the labor reform. However, HCF suggested that it would be better to present one or more projects separately from the Bases Law , since this would speed up its processing.


It is the only expansive element in the economy that this government has proposed ,” deputy Nicolás Massot had summarized during the debate by the DNU in the bicameral Legislative Procedure commission.

In an attempt to support the Casa Rosada proposal, the head of the PRO bloc, Cristian Ritondo, even presented on his own three bills that include the main proposals for the modernization of labor legislation.

The first text seeks to extend the trial period from three to eight months. And if it is decided to continue the employment relationship, it enables the employer to benefit from the reduction of social charges linked to the social security component.

The second initiative attempts to simplify labor registration by establishing a simple and fast electronic process. In addition, it eliminates fines for lack of labor registration , seeking to reduce excessive labor costs and enables electronic reporting of lack of labor registration to the enforcement authority. The objective is to reduce labor informality and improve access to employment for marginalized sectors of the population, while seeking to make labor costs more predictable for employers.

Finally, the third initiative establishes that the exercise of the right to strike cannot affect the normal development of a company's activities. “The citizen cannot be affected in the demand for security, transportation, health and education services due to union actions that alter the essential functioning of these services,” they explained. In this sense, minimum guards of 75% are established for the development of these activities that are essential for the normal development of citizens' lives.

If there is agreement in general terms, both the UCR and HCF announced that they will propose some modifications . The elimination of fines for unregistered employment was one of the points that both blocks have under analysis, since they consider that it could have counterproductive effects.

“The annexation of these labor reform articles would be included in the plenary session of the commission in order to add it to the opinion,” the opposition detailed.

In response to Infobae 's query , the opposition revealed that the Bases Law project would arrive at the venue in the first or - at the latest - the second week of April (from the 8th to the 12th), to be ruled on in a plenary session of commissions from the 15th to the 12th. 20 and arrive at the venue on Wednesday, April 24 . This ambitious schedule would leave the Senate enough time to enact the law before May 25, the symbolic date proposed by the government to seal a political agreement with the governors and the opposition on state policies.

For this schedule to be viable, it will be essential for the Government to advance in negotiations with the opposition before beginning work in committee. Given that the La Libertad Avanza bloc has 41 votes and the PRO would add another 37 votes, a majority support of the UCR (34) and HCF (22) would leave the way clear for the half-sanction of the labor chapter (the quorum is 129 ). Although the parallel negotiation with the governors for the Income Tax will also have an influence . The provincial leaders already demonstrated their firepower during the first debate on the Omnibus Law and the Government took note.
