The Minister of the Interior of the Nation, Guillermo Francos , will travel to Salta tomorrow to meet with a group of governors with the aim of seeking agreements for the treatment in Congress of the new Bases and Starting Points Law and for the reform package fiscal statements that the Government presented at the beginning of March. The summit will take place after the postponement of the conclave that was going to take place today in Casa Rosada with the leaders of the PRO and other dialogue spaces, which finally happened on April 4.

Infobae said yesterday that Francos was considering flying to Salta tomorrow. The first meeting of the year of the Norte Grande governors league will take place there, an event that is held every year to unify regional criteria and policies. The Minister of the Interior had been invited and confirmed this morning, in statements to Radio Cadena 3 of Rosario, that he will be present at the meeting.

Francos will travel accompanied by José Rolandi, Deputy Chief of Staff of the Nation, and Carlos Guberman , Secretary of the Treasury. These are trusted officials of Nicolás Posse, Chief of Staff, and Luis Caputo, Minister of Economy, two of the ministers with the greatest influence on political and economic decision-making. With the presence of both, the Minister of the Interior will strengthen the Government's message with the idea of seeking endorsements and agreements to drive Javier Milei's parliamentary agenda.

The summit that will be held tomorrow in Salta will be within the framework of the 19th assembly of governors of the Norte Grande Regional Council. The host, Gustavo Sáenz , will be present, and the governors of Formosa, Santiago del Estero, Misiones, Jujuy, and Tucumán are expected to attend. Also the radicals Gustavo Valdés (Corrientes) and Leandro Zdero (Chaco). The event will give Francos the scenery to have a photo with governors and send a political signal of intention for dialogue and search for agreements, in the run-up to the May Pact called by the Head of State.

“We are working to reach a consensus with each of the sectors so that it does not get stuck,” Francos said in the report with Cadena 3 and added: “I would like to see all the governors , the presidents of the blocks, businessmen, unions, everyone supporting this that has to do with the growth of Argentina.” Along the same lines, he assured that the Government intends to generate an “ enormous consensus in respecting the values stated in the National Constitution. If we all comply with the historic mandates, perhaps we will be able to move forward .”

Why the Government postponed today's meeting with governors

The governors of the PRO and the Radical Civic Union

Francos' participation in the event with the provinces of Norte Grande comes after the postponement of a meeting with “ dialogue ” governors that was scheduled for today. “ It was postponed due to the governors' agenda . Some could come and others could not, so it was moved to next week,” the Minister of the Interior explained today.

Over the weekend, some governors received the invitation and confirmed their attendance. On the other hand, others were not aware or, when consulted by this media, claimed not to have been summoned. Suddenly, the Government informed the governors about the cancellation of the event. In the leaders' chats, the new date for the summit began to circulate quickly: April 4 , after Easter, at Balcarce 50.

The call seeks to debate a series of projects that the President of the Nation intends to promote. It is also another occasion to oil the dialogue with the provinces prior to the May Pact with an appointment on the 25th of that month in order to sign a type of national agreement with all the districts.

Although the list of who will be at the conclave tomorrow has not yet been made official, Infobae was able to confirm that the governors Rogelio Frigerio (Entre Ríos), Jorge Macri (CABA), Claudio Poggi (San Luis), Ignacio “Nacho” Torres ( Chubut), and Marcelo Orrego (San Juan). As well as those from Unión Cívica Radical, Alfredo Cornejo (Mendoza), Leandro Zdero (Chaco), Carlos Sadir (Jujuy), Gustavo Valdés (Corrientes) and Maximiliano Pullaro (Santa Fe). This is the group that makes up the block that was Together for Change.

Among the political agenda to be discussed with the provinces are the main points of the parliamentary agenda that the Government seeks to promote in Congress. The themes are various and diverse. On the one hand, Balcarce 50 seeks to gather the votes to deactivate in Deputies a possible setback of DNU 70/2023, which was rejected by the Chamber of Senators on March 14. Milei has this decree as its main regulatory plexus to execute its political and economic program. In case of failure, the Government is considering the possibility of sending the same articles but divided into a series of five to six separate decrees.

Something similar happens with the Law Bases and Starting Points for the Freedom of Argentines. The original text had 664 and stumbled in Deputies when it could not overcome the vote in particular on key sections for the Casa Rosada. From Israel, where she was on a diplomatic tour, Milei gave the order to withdraw the project and return it to committee. Now, the Government will insist with two opinions: on the one hand, a project that contains the reform of the State, emergencies , and the promotion of a large investment regime. While on the other hand, an article with the fiscal chapter , which implies a tax reform , the new Income Tax Law , among other topics.

Among these points is also the tax moratorium project . This is a disputed initiative. A group of governors demands to share in the collection of these taxes, but the Nation tries to dissuade that request. In the background, there will be another discussion about the funds collected by the central State and not currently distributed through automatic transfers, through co-participation, to the subnational districts.

Nicolás Posse led the last meeting of the Government with all the governors at Casa Rosada

In addition, President Milei promotes a series of “anti-caste ” projects, which were announced in his speech on March 1, before the Legislative Assembly, at the opening of ordinary sessions. Added to this are the initiatives presented last week by Patricia Bullrich , Minister of National Security, and Luis Petri , Minister of Defense, with the aim of strengthening the security forces and expanding the powers of the Armed Forces in combat. against drug trafficking and the fight against insecurity. They are projects that also require the support of Congress.

Posse warms up to give his report to Congress

Another indication of the search for dialogue with Congress will be given at the end of April, on the eve of the May Pact: Nicolás Posse prepares the report on the progress of the Government to present it to the legislators, as required by article 101 of the National Constitution . Infobae learned that the Chief of Staff - who cultivates a low political profile and has never spoken publicly - will try to comply with the constitutional obligation , which requires him to go at least once a month to present before the Legislative Branch. According to what they said, they are considering starting with the Senate.
