Mega Blanqueo Incoming in Argentina

Argentina’s libertarian President Javier Milei is set to unveil sweeping reforms aimed at drawing billions of undeclared U.S. dollars back into the formal economy, according to a recent Financial Times report.

The move, which centers on loosening tax evasion rules, targets an estimated $270 billion in cash savings hidden in homes, safety deposit boxes, or held abroad — a phenomenon long known as Argentina’s “mattress dollars.” These savings, driven underground by chronic inflation, erratic tax policies, and a lack of faith in the banking system, represent a massive untapped reservoir of capital.

Milei, known for his provocative rhetoric, framed these savers not as tax dodgers but as victims — or even heroes. “Those who hid money aren’t criminals, they’re heroes who managed to escape from politician sons of bitches who wanted to screw you over with inflation,” he told business leaders last week.

The plan is expected to soften regulatory oversight, allowing individuals to bring legally earned dollars back into the system without facing retroactive punishment. Critics argue that such amnesties may enable money laundering, but the government insists Argentina’s anti-money laundering agency, UIF, will maintain vigilance, and the effort will align with Financial Action Task Force (FATF) guidelines.

Nearly half of Argentina’s labor force operates off the books, with informal transactions — including real estate and car sales — often conducted in cash U.S. dollars. Tax experts suggest the current regulatory environment, which requires identification and tax agency reports for purchases above a certain threshold, deters reintegration of these funds into the legal economy.

According to the Financial Times, analysts expect Milei’s reforms to chip away at such restrictions to stimulate stalled consumer spending. Argentina’s inflation, which peaked at 289% last year, has gutted purchasing power and dampened economic activity.

“This is an effort to revive domestic demand using available but dormant cash,” said Gabriel Caamaño, an economist at financial consultancy Outlier. He believes the policy could help “bring back some dynamism” and possibly regularize a few billion dollars.

However, uncertainty persists. One Buenos Aires worker told the Financial Times he was “intrigued” but wary: “If participating means that my name ends up on any list anywhere, I’m not doing it. They say it’s fine now — but with the next government, who knows?”

Milei’s initiative builds on past tax amnesties — Argentina has issued similar programs roughly every four years over the past two decades. While Congress approval may be needed for certain elements, the reforms could offer the president a much-needed economic lever ahead of the midterm elections in October. As Financial Times notes, the challenge will be finding the right balance between incentivizing savers to return their money and preventing illicit funds from entering the system. In a country long scarred by financial whiplash and distrust, that will be no easy task.

I have been advocating this government to do a Mega Blanqueo for the past 6 months.

Do you have the URL of that article @earlyretirement ?
Yes, here is one

There was also a piece in the Financial Times.

Here is an No payroll version of the FT article. Was a great read!

Looks like @StatusNomadicus will be just fine evading his Argentina taxes. 🤣 I'd say his risk with the IRS is worse than Argentina. No escaping the IRS but I guess if his stash is in crypto he is fine. Still I wouldn't mess around if he wants residency or Citizenship. Still a lot of Socialists in Argentina with the governments judging by the election votes.

One thing I learned is never never never mess with the IRS. Or at least if you do, don't go around posting how you are evading taxes on a public message board! We live in interesting times.

You have a knack for calling and predicting things in Argentina @earlyretirement! I have been following you since the old forum. I didn't know it was you all those years posting and sharing info. I saw you jumped in real estate in 2002. Then you sold most of your properties in 2017 and saw your X recommending to jump back in mid 2023. How do you know all the time?? Some of your calls are bonkers! I saw that Travelsur forum and your posts and those were also all correct.

What do you think about this blanqueo? Will people go ahead with it? I saw you predicted that too last month before it was in the news. I assume you have friends in the government?

It seems like if they did the mega blanqueo as you are predicting, all the companies would just use it to bring all their previous years earnings in tax fee. They could send it back out and then redo it over and over for some tax free gains. Seems like you could do this over and over. Why would the little guy on the street want to pay any taxes if the big money was just using this.

Why do you think the elections went the way they did. Adorni won in all the affluent neighborhoods. LLA is kicking ass. Bodes well for October elections. If they win big Milei is unstoppable. It looks like the mega blanqueo will happen in some shape or form.

Agree about Mike. I met him in his office in Recoleta many years ago. I was always impressed that an American could come into another country and dominate.

That is what I don't get? Seems like the rich will be the main beneficiaries of this. A girl I met in BA she said her mom and dad did that $100,000 tax amnesty last year when Milei first launched it. She told me they did $200,000. When I asked details she said that they wired in $100k from outside of Argentina. Then they deposited it and then pulled it out and did the same thing for the other parent. They used the same money! I guess it was $100k each.

They bought an apartment in Palermo with the proceeds. Sounds like it will be a heyday for businesses and rich locals!

Same. I know people that did the same. These amnesties are for the wealthy. They have all the money. Everyone has USD but the lower and middle class already are using cash all the time but it's difficult to go out and buy a car or anything expensive. People don't understand in Argentina it's not like the US or even UK. But they are trying to ban cash in the EU now. I think for 2027 cash is going to be difficult to spend in the EU.

These amnesties are good for getting people spending money. Last one got $30 billion. No reason to believe they do a big one and it be over $100 billion.

Yep. What I'm worried about is no matter what they do the Central Bank can't get gross reserves up. It is falling every day since the IMF gave more money.
Not only can they not build up reserves but this is harvest season. If they can't build up their reserves during harvest there isn't much chance for them to build up outside of this. It sounds like they will be forced to bribe people to bring their cash from under the mattress.

I just saw this on X. Wow. Looks like it is happening. I am happy I already bought a place in Buenos Aires.

My sister just bought a pozo last year. It is incredible how much it has gone up in value! The developer already asked if she wanted to resell it. They have sold out and now trying to flip units acting as the broker. They are offering her more than $45,000 over what she paid and she does not have to pay any taxes on it. Not sure how that works? @earlyretirement how does this work exactly?

Hi Betsy,

Yes, some of my investors that got in on pozos in 2023 are up 45% already now. You can always sell your interest in a property until it is deeded to your name. Even after you take possession of a new construction many times the escritura (title deed) isn't ready for many months and you can always sell your property. You are basically "selling your boleto". You would have paid for it all 100% but it never went into your name with the Country Registry so you can sell it.

Most times if you want they can use the original price that you paid. So for example, if you bought it for $100,000 and sell it for $175,000 to a new buyer you would just get the $175k and the paperwork will still be under the original sale price so the new buyer is using $100,000 on their title deed. So it's basically a $75,000 tax free income.

Betsy I posted about my experience selling my pozo. Go into my posts and see. I can't remember where I posted. I hired @BuySellBA to purchase my pozo. They did and then I flipped it after the building was done. The title deed never went in my name. I got all my money wired to me in Canada. Very easy. I didn't have to even pay any taxes because it looked like I sold my property for the same price as I purchased it.

This is what I did. The new buyer just kept the same price. I was essentially selling my interest in the new property to the new buyer. The deed never went to my name. The developer did have to sign some paperwork and I paid some small fee. I'll have to see what I paid. I think 1.5% for them to handle that paperwork. All in all the most painful part was getting the Apostille for documents to give power of attorney to represent me.

I signed a power of attorney to buy in Buenos Aires with a nice attorney named Angie that works with Buysellba. But I had to fill out another poa to sell. I live in Canada and I had to get all of it translated and then get a seal on it. It was expensive but then sent it down to Buenos Aires and they handled it all for me. Was very easy. I'm told this is common with Argentines to buy and sell these over and over to make tax free money.

I did a consultation with @earlyretirement and he was very helpful! So informative. He has a lot of information on his website www.buysellba.com but he gave me so much information! He explained this selling of the pozo. He even connected me to some of his clients that hired him and that was helpful! I am meeting with one client in BA that purchased 3 units with BuySellBA and he is going to show me his Airbnb. I am also meeting with Mike And @Johnny who will also show me an apartment.

I'm looking at a new apartment in Palermo Hollywood built by the same builder of both buildings. Johnny bought in that building already too. I talked to the developer and they confirmed I can flip my unit if I want before it's done so it seems like a no brainer. They have an option to prepay the entire payment and they will pay me $300 dollars a month until it's done.

You are too kind @Uncle Wong!

I can't wait to meet you. We will have fun and can't wait for you to buy your own place in Buenos Aires. Don't wait too long. Real estate prices are going to fly. Check out more news about the Mega Blanqueo here on my friend BowTiedMara's blog.

On May 22, 2025, Argentina’s government under President Javier Milei announced a significant economic reform titled the “Historic Plan for the Reparation of Argentine Savings.” This initiative aims to reduce state intervention in personal finances, marking a departure from previous policies that required extensive reporting of financial transactions. The reform seeks to restore financial privacy and encourage the reintegration of substantial undeclared savings—estimated at over $200 billion—into the formal economy.

Previously, Argentina implemented tax amnesties, known as “blanqueos,” to incentivize the declaration of undeclared funds, with a notable instance in 2024 bringing approximately $20 billion into the official financial system. The new plan shifts away from such measures, focusing instead on reducing regulatory burdens and fostering a more transparent economic environment.

This policy change is expected to impact various sectors, including foreign non-resident real estate investors, by simplifying financial transactions and reducing compliance complexities. The overarching goal is to stimulate economic growth by enhancing trust in the financial system and promoting investment.

For a detailed analysis of this reform and its implications, you can refer to the original article by BowTiedMara: .
