The negotiations for the new Law Bases and starting points for the freedom of Argentines are going through their final stretch and this Thursday the Casa Rosada will once again receive the governors of Together for Change, to end a round of meetings with almost all provincial leaders, with whom they tried to agree on the main aspects of the reform package.

Although there is still no consensus regarding what should be done with the Income Tax, one of the issues that continued to generate the most differences between the different parties, the national authorities are “optimistic” that, in this opportunity, the initiative is approved in Congress.


According to what several sources told Infobae , the meeting will begin at 2:30 p.m. and will be headed by the Chief of Staff, Nicolás Posse , who will be accompanied by the Minister of the Interior, Guillermo Francos ; the Secretary of the Treasury, Carlos Guberman ; the executive secretary of the Government, José Rolandi , and the secretary of the Interior, Lisandro Catalán .

On the side of the governors, meanwhile, there will be Leandro Zdero (Chaco), Gustavo Valdés (Corrientes), Carlos Sadir (Jujuy), Alfredo Cornejo (Mendoza), Maximiliano Pullaro (Santa Fe), Ignacio Torres (Chubut), Rogelio Frigerio (Entre Ríos), Marcelo Orrego (Chubut) and Claudio Poggi (San Luis).

The only absentee will be the head of Government of the City of Buenos Aires, Jorge Macri , who will not be able to attend because at that same time he has an audience scheduled with the Minister of Economy, Luis Caputo , at the Palacio de Hacienda, although the Buenos Aires president He was already with Francos at the end of last month.


This is one of the last conversations between the ruling party and the opposition leaders to debate the Base Law before the project is formally sent to the Chamber of Deputies, which hopes to be able to debate it in committee in the middle of this month.

In this context, the majority of the Cambiomita leaders who are summoned to the Casa Rosada held a zoom on Wednesday afternoon in which they tried to establish “a unified position” on different aspects of the initiative, and thus reach the meeting with a joint posture.

According to sources from Together for Change, there was a general consensus in the group to support both the majority of the Base Law and the May 25 Pact proposed by President Javier Milei , although differences still persisted around some points.

For example, the leaders continued without reaching an agreement on whether or not to support the fiscal package, more precisely, the official intention to restore the fourth category of the Income Tax , since the northern leaders were in favor of it, but Those from the south insisted that the tax not be modified.

On the other hand, there was also a certain distrust, mainly on the part of Torres, from Chubut, regarding the contributions that should be made to the provinces that did not transfer their pension funds to the Nation.

Through a statement, days ago the Office of the President of the Argentine Republic (OPRA) assured that "the budgetary credit contemplated in the Budget law" to be able to face these payments "has not been eliminated."

In this sense, the national authorities denied that these funds have been cut to 13 jurisdictions that did not transfer their pension funds to the Nation and, for that reason, receive complementary national funds to meet their salaries.

“Once the audit process that is being carried out through the National Social Security Administration (ANSES) is completed, the National State will comply with paying the corresponding amounts,” OPRA said.

However, the governors affected by the delay in the delivery of these funds fear that the Casa Rosada will not fulfill that promise, "like the last failed attempts at agreements," and the money will never be transferred.

“In Chubut we had to intervene (the Provincial Pension Fund) and we were able to harmonize it and made a debt claim to the national State, which has to be fulfilled. (The cut) is another measure without consultation that will end up proving the provinces right,” Torres, who already had strong disagreements with Milei in recent times, warned in a recent interview.

However, in the Casa Rosada they highlight that Francos has already maintained contact with almost all the opposition leaders and in the ruling party they trust that the points that still generate conflict will be resolved at the committee meeting, in which they will also would include labor reform .

The ruling party aims for the debate to begin in mid-April in the plenary session of commissions in Deputies, which would be the same one that discussed the law at the beginning of this year, made up of the areas of Budget and Finance, General Legislation and Constitutional Affairs.

It is in this area that the national authorities consider that the changes in Profits and the rest of the articles of the fiscal pact have to be defined, while in parallel a joint project to modernize labor standards will be negotiated with the “dialogue” opposition.

As reported by this media, the Government was analyzing whether to include in the new omnibus law the same articles that appear in DNU 70, stopped by Justice, or whether it will accept a reduced version to achieve more political consensus in Congress.
