Correct. I posted about this. That's why we say sometimes the government likes to play around with numbers so the number on a spreadsheet might look good but when you do a deep dive you will see stuff like this.

But the government will have to pay this money eventually so why not just pay them? That would suck to be a company that is counting on this refund.
