Sebastián Pareja continues to lead the FISU

The Socio-Urban Integration Fund (FISU) , which was administered by the social movements and for which it was a reason for confrontation with Kirchnerism, will operate under the orbit of the Ministry of Economy, headed by Luis Caputo.

The decision was made official this Monday through Resolution 6/2024 . There it was established that the FISU Executive Committee “will be made up of the heads of the Undersecretariat for Territorial Development, the Undersecretariat for Socio-Urban Integration and the State Property Administration Agency.” This is a formality that had to happen, since at the beginning of the month the new Economy organization chart was confirmed after absorbing secretariats that belonged to the eliminated Ministry of Infrastructure that Guillermo Ferraro commanded at the beginning of the administration . The areas that were made official on that occasion in the radius of the Palacio de Hacienda are the Secretariat of Territorial Development, Habitat and Housing, the Secretariat of Public Works, the Secretariat of Transportation and the Secretariat of Concessions.


In this way, the Secretariat of Territorial Development, Habitat and Housing now had three undersecretaries: Territorial Development; Habitat and Housing; and Socio-Urban Integration.

Beyond the change announced today, the members of the FISU Executive Committee will continue to perform their role “on an ad honorem basis . ”


In effect, the resolution contemplates that the Executive Committee of the Socio-Urban Integration Fund will continue to be chaired by the head of the Undersecretary of Socio-Urban Integration, Sebastián Pareja , one of the main shipowners of La Libertad Avanza in the province of Buenos Aires during the 2023 electoral campaign, who had a brief stint in the Buenos Aires Senate until he assumed his current position within the structure of the National Executive Branch.

The Socio-Urban Integration Fund was created by Decree 819/2019 at the end of the Mauricio Macri government. Its objective was to finance socio-urban integration projects for Popular Neighborhoods that are registered in the National Registry of Popular Neighborhoods (ReNaBaP) and create Lots with services. At the beginning of the Milei era, the Fund depended on the Ministry of Human Capital (formerly Social Development).

Administered by social movements, in February the Government decreed an almost total cut in the amount they received from the collection of the PAIS Tax.

To understand the scope of the pruning, we must go back to Law 27,541, which had allocated the transfer of 30% of the tax collected to finance social housing works through the FISU, economic infrastructure works and the promotion of tourism.

Decree 184/2020 issued by Alberto Fernández defined priorities and had established that 30% would be allocated to FISU, 65% to economic infrastructure works and 5% to tourism.

With the changes arranged by Javier Milei, 1% was transferred to the FISU and 94% for economic infrastructure works. The promotion of tourism continued with the same 5% of the produced.

In mathematical terms, this means that of the 9% of the total produced by the Country Tax that the social movements received, they began to receive a nominal percentage of just 0.3 percent. In 2023, the amount it reached was almost six billion pesos .

At the beginning of this year, the FISU was under the Government's sights as a result of an audit where it was investigated whether there were irregularities in the management of money. However, the Executive Branch itself clarified that so far the audit “has not found any acts of corruption,” at least evident.

As this media learned from official sources, since the creation of the FISU, 1,278 integration works have been carried out in popular neighborhoods, reaching 5,060 settlements with housing works in which 6,517 interventions were carried out for an amount of almost 500 billion pesos, exactly $480,611,383,294.59 during the last four years. Almost 70% of them were distributed to “civil society organizations.”

The audit in question highlighted that a large percentage of the works were sidewalks and curbs, that the contracts - as in the tenders for food and oncological medicines - were directed , in this case, cooperatives linked to the social movements of the UTEP .

Based on these investigations, the Government decided to establish the FISU Executive Committee, chaired by Pareja, which was reorganized today.
