Javier Milei's “chainsaw” arrived at the National Institute of Cinema and Audiovisual Arts (INCAA) . The Government made official this Tuesday the cancellation of contracts and a series of cuts in the organization's budget.

Through Resolution 16/2024 , published this morning in the Official Gazette , the Executive Branch suspended “the realization of all economic expenditure linked to institutional support and contributions” and “the realization of all economic support destined for the Provinces and the City Autonomous of Buenos Aires”.

The measure provides that “the Agency's contracting of work locations and contracting of works by specialty (monotributistas) with expiration on March 31, 2024 will not be renewed . ” “Likewise, the impossibility of hiring new personnel under the aforementioned modalities is established,” the text states.

The cut also includes the suspension of overtime pay , the elimination of additional security payments in all Institute buildings and also the suspension of staff travel , cell phone expenses, the purchase of food and the payment of transfers for its employees.

The resolution bears the signature of Carlos Luis Pirovano , an economist linked to the PRO, advisor to Milei and Federico Sturzenegger with no experience in the world of cinema, but who was appointed with the objective of implementing the adjustment plan within the organization.

“In accordance with the measures adopted by the National Government, within the framework of the declared emergency, the highest authority of the Institute understands that it is necessary to take measures to rationalize and make the Agency more efficient,” it was mentioned in the recitals of the text published in the Official bulletin.



“It is necessary to promote effective management in the allocation and administration of public resources,” it was added and it was highlighted as “essential” to adopt measures “to overcome the emergency situation created by the exceptional economic conditions.”

“It is essential to act urgently and make all necessary efforts to avoid further economic damage to the Agency,” Pirovano justified.

In a meeting that the INCAA union delegates had held on Tuesday of last week with the director appointed by the government, they had been informed that the people already fired would not be reinstated - about 90 permanent workers and more than 80 who were tutors of the projects presented - that there would be new layoffs, that the digital and audiovisual platform Cine.ar was going to be closed, that the Gaumont cinema was going to be closed and put up for sale - it is located about 200 meters from the National Congress - and that festivals like the one in Mar del Plata were going to be defunded.

The INCAA depends on the Ministry of Culture led by Leonardo Cifelli, which in turn is under the wing of the Ministry of Human Capital of Sandra Pettovello. It has 645 employees and about 500 are permanent employees . Its activities are financed, in large part, through the Film Promotion Fund, which includes taxes on culture: one is 10% on the price of tickets for film shows throughout the country, another is 10% on the sale or rental price of recorded videograms and also receives a percentage of the gross billing for advertising in audiovisual communication services and percentages of the films that are reproduced on the Cine.ar site.

Just as it happened in other organizations that the Government intends to clean up and reduce its expenses, such as SENASA and the state news agency, Télam, to cite two examples, in the Film Institute they are analyzing implementing voluntary retirements, early retirements, review of contests and restructuring of some sectors.

Knowing this situation, the ATE Capital union called a general assembly for this Wednesday at the Kirchner Cultural Center. They define the latest decisions of the Executive Branch as “a declaration of war on national cinema.”
