The Union for the Homeland bloc in the Chamber of Deputies requested a special session for this Wednesday , when it will seek to take advantage of the momentum of the march for public university education to discuss projects that establish the financing of national universities , put back into action igence the National Teacher Incentive Fund (FONID) and to modify retirement mobility.

The session is scheduled for this Wednesday at 11 in the morning and the agenda includes 37 bills , which propose different versions of financing for the Higher Houses of Studies and the way to calculate the mobility of retirements .


The session was requested by the president of the bloc, Germán Martínez, with the signature of 24 other deputies, including that of legislator Máximo Kirchner. Today the president of the Chamber, Martín Menem , enabled it and established the schedule.

Martínez's strategy is to bring the projects to the premises and force the ruling party to deal with them in committee . Since none of them have an office, the only way he could advance in the House is if he gets two-thirds of the votes, something unlikely. That is why he seeks to summon the commissions with a date and time to debate them.


This is especially in the Budget and Finance Commission led by the libertarian José Luis Espert and who, obviously, does not show much interest in adding it to the agenda.


For now, what is known is that the La Libertad Avanza bloc will not go down to the venue to provide a quorum. The same decision was made by the PRO block led by Cristian Ritondo.

Regarding the Radical Civic Union , as with the We Make Federal Coalition bloc , the decision is divided but not only in who comes and who does not go to the venue, but also in the issues that some could accompany and others not.

In this scenario, the Union for the Homeland bloc wants to take advantage of Tuesday's march , which everyone understands will be massive, to unlock the 30 wills that are the ones it needs to reach the magic number of 129 , which is what will allow it to enable the quorum.

In total, the agenda includes 7 projects to guarantee funds for universities , ranging from the increase in funds, the modification of tax credit bonds and guarantee of resources for national universities of the Knowledge Law, to special rates for gas and electricity and the declaration of the budgetary emergency of the university system; and one for the social work of the employees of the national High Houses of Studies.

It also includes another 7 that aim to reestablish the validity of the National Teacher Incentive Fund from January 1 of this year and for up to four years; something that the national government decided to actually repeal, since it took away all funding.

Finally, it includes 13 bills to modify article 32 regarding the formula for calculating the mobility of retirements and pensions . Regarding this, today it was published in the Official Gazette that the minimum will have a contribution of a bonus of $70,000, the same figure with which retirements are adjusted from December 2023. From that date until March, an inflation of 90 is accumulated. percent.

On Tuesday, a massive demonstration is expected to take place both in the City of Buenos Aires and in other districts of the country in support of the public university and to demand the necessary funds to allow it to continue functioning.

According to the rector of the University of Buenos Aires, Ricardo Gelpi, the UBA could close its doors this year if the national authorities do not pay the requested funds.
