Rental price increase after rental ends. What is a fair price for rent to go up?

My friend's lease just ended. He is in Palermo and was renting for 2 years. He paid 1 year up front and then had to pay another year and that just ended. The rents here always go up but what is a fair price to pay? Owner wants to raise the rent 40% of what he was paying. Which seems crazy since he is paying all of the utilities and condo expenses. Any fair way to see?
 
Here everyone adjusts the rentals up with inflation. It depends what area you are in. There is more demand in popular parts of Palermo Hollywood or Soho. Also the area near Alto Palermo is very in demand. Many fellow Russians love that area. If you are paying in advance you should get some discounted rate because the owners can invest that money. Try using this website.

airbnb search for the timeframe and put the price under 600 bucks per month, and there are tons

why bother with all the nonsense? tons of housing, easy to find good reviews, if things are bad you can get refunded...why people without local connections try to deal with peronist landlords is beyond me...

Agree Airbnb is the way to go! I never have had any problems anywhere I have used Airbnb. Why hassle with anything? Even renting long term on Airbnb they will let you pay each month. Renting in BA long term is a nightmare. Lots of scams or unethical owners. If things go bad you just call Airbnb and they make it right!
