April 17, 2026
The proposal includes shorter payment terms, expedited trials, early restitution of properties, and adjustments to expropriations, rural lands, and low-income neighborhoods.

The ruling party aims to address it in the Senate towards the end of April, while negotiating with allied blocs.
The Senate is moving forward with the bill on "inviolability of private property" , an initiative that proposes concrete changes to the rental system and other areas related to the use and ownership of real estate.
The ruling party is seeking to expedite its approval and is working to build consensus that will allow it to bring it to the floor before the end of April .
The most significant aspect of the reform is the implementation of an "express eviction" system , which reduces court proceedings for breaches of contract or situations of illegal occupation. This is complemented by modifications to expropriations, rural land, and land regularization in low-income neighborhoods .
While the Government maintains that these measures aim to provide greater legal certainty and increase the supply of housing , various sectors warn about the impact they could have on tenants and vulnerable populations, especially in an economic scenario marked by unstable incomes and difficulties in coping with housing costs.

Law on the inviolability of private property and rentals: key points
The proposed bill enacts a broad reform that directly impacts the functioning of the real estate market and the relationship between landlords and tenants. The measure aims to strengthen the protection of property rights and reduce court proceedings in real estate disputes.Among the main changes are:
- Reduction from 10 to 3 days of the notice period for non-payment of rent.
- Implementation of summary proceedings for all evictions.
- Possibility of early vacating the property under sworn guarantee .
- Court rulings in short timeframes.
- Authorization of evictions with the use of public force and on non-working days.
- Limitation of evidence to documentation and expert opinions.
- Incorporation of the electronic address as a valid means of notification.
Express eviction, the point that worries tenants
Although within the ruling party the chapter on evictions appears as one of the least contentious for achieving legislative agreements, in practice it is the one that generates the most concern outside of Congress , especially among tenant organizations and social sectors. The main concern is the reduction in timeframes . With only three days to settle debts, many people could risk losing their homes for even minor arrears . In an economic climate where incomes are not always stable, this requirement is difficult for a large portion of the population to meet.
Gervasio Muñoz , from Inquilinos Agrupados (Tenants United ), argued that "people who might not be able to pay on the 10th and have to pay on the 15th because they can't come up with the money" could "be evicted" for being late. "What this law says is that if you're a few days late paying your rent, you're out on the street," he pointed out.
He continued: “Our rights have been undermined since the repeal of the rental law. We are subjected to short contracts, frequent rent increases, and all expenses are our responsibility. This makes it difficult to afford the rent, and ultra-fast eviction is the way they throw us out if we are three days late.”

Added to this is the possibility of evictions . In some cases, the courts must issue a ruling within 72 hours and could order the return of the property within five days . Critics argue that this speed limits the possibilities for defense and leaves little room for finding alternative solutions, such as payment agreements or state assistance.
The scope of the project is also a cause for concern . It applies not only to illegal occupations but also to tenants with formal contracts who are in breach. This significantly expands the universe of potentially affected people and includes "lessees, subtenants, precarious occupants, trespassers, and any other occupants whose duty to return the property is enforceable . "
The initiative modifies article 680 Bis of the Civil and Commercial Procedural Code and was one of the points most questioned by entities such as the Center for Legal and Social Studies ( CELS ) during the plenary of committees.

In the case of low-income neighborhoods , the debate takes on an even more complex dimension. Community leaders warn that a strict application of these mechanisms could lead to large-scale conflicts , given the vulnerable situation of many families.
Furthermore, changes in the land regularization system create uncertainty about the future of those who do not yet have property titles.
Luciano Celsi , a leader in working-class neighborhoods of Bariloche, warned that if the proposal goes ahead , "what will happen with the evictions will be chaos . "
On the other hand, proponents of the project argue that the current slowness of the system discourages rental activity . They contend that many landlords prefer to withdraw their properties from the market due to the difficulty of recovering them in the event of a dispute, thus reducing availability and driving prices up.

When will the private property bill be voted on?
The ruling party aims to bring the bill to the Senate before the end of the month . The target date is April 29th , although this is not yet fully confirmed and depends on the progress of negotiations .Far from seeking the signature this week, the Government opted to open a dialogue with allied blocs and "dialogue-oriented" sectors to add modifications that would guarantee the necessary votes.
This decision is due to the fact that some points of the initiative, especially those related to rural land and land regularization in low-income neighborhoods , generate more resistance than the chapter on evictions.
However, sources at La Libertad Avanza told the media outlet "iProfesional" that the schedule could be adjusted, and that it is "difficult" to hold a session that day because "(Manuel) Adorni will be in the Chamber of Deputies ," and all the attention (especially from the Government) will be focused there, due to the scandal surrounding the Chief of Staff's travel and assets.
