The Minister of Deregulation and State Transformation, Federico Sturzenegger , confirmed on Monday that he will send a real estate reform bill to Congress with the aim of lowering property transaction costs. He also raised a sensitive issue in the market: the role of professional associations.

During his presentation to developers and real estate professionals at the event “Real estate 2026: expectations and reality”, organized by Reporte Inmobiliario, the official made it clear that the deregulation of professional associations and the sector is a priority on the Government's official agenda .

To introduce this topic, he criticized real estate market regulations. “For a professional association to set a minimum price is a social aberration,” stated the official from Javier Milei's administration.

During his presentation, he argued that the problem lies not in the existence of real estate associations, but in the use of state tools to impose conditions that, in his view, distort the market. In that regard, he questioned minimum fees, mandatory registration, and other barriers .

“When a regulation sets prices or restricts who can offer a service, it is actually transferring income from society to a specific group ,” he argued.

With direct criticism of what he defined as “privileges created by law,” he stated that they will send a legislative package addressing deregulation in the coming months to “ eliminate the privileges that currently drive up the cost of construction and commercial intermediation .” The official intention is to move toward a “freer, more dynamic, and more competitive” market, where “services are valued for their quality and not for legal impositions,” he emphasized.

“The idea is that people can innovate and create without having to be part of a club to have a privilege ,” he stated.

Meanwhile, the minister also defended the repeal of the rental law through Decree 70/2023. He asserted that deregulation allowed for a restructuring of the rental market and that there is currently a “more flexible” market , with contracts adapted to each situation. He insisted that “the supply of rental properties has grown by 300% and real prices have fallen by about 30%.”
