In this framework, the Minister of the Interior, Guillermo Francos , highlighted the negotiations held in recent weeks with the dialogue blocks to reach a consensual opinion, although he clarified that there may be new modifications during the debate in particular, specifically in the labor chapter. . Furthermore, although he clarified that the legislative path of the norm has just begun, he was also optimistic about what may happen in the Senate, since, he stated, they have the support of several governors.


“I estimate that yes, it is more or less the estimate. "That's in the discussion in general," Francos responded when, on Radio Miter , journalist Eduardo Feinmann asked him if they believed they were going to obtain between 135 and 140 votes in the Lower House.


Francos then admitted that there may be changes during the particular discussion, and even less support. “Surely there are some issues that they try to add in the workplace, the UCR made some proposals; “They wanted some more issues, but that hindered negotiations with other sectors,” he stated.


“Several of these points that are discussed in the office were in the DNU, now they are given definitive sanction if the law is approved, obviously. I don't want to sound too successful because we are just in the first stage, I think we are going to have the final sanction ,” he added.


Yesterday, after long weeks of frenetic negotiations in the Chamber of Deputies, the opinion of the Bases Law project was signed, which was ready to be debated in the chamber between Monday - at 11 - and Tuesday of next week.

Although on Wednesday night the dialogue blocks had reached an agreement on the last two issues in dispute (labor reform and tobacco taxes), during the joint meeting of the General Legislation, Budget and Constitutional Affairs commissions the final text continued to suffer. modifications.

The most resonant changes were the elimination of Banco Nación from the list of companies that can be privatized , the cutting of the competition defense chapter and the elimination of articles related to the consolidation of public securities in the hands of the Guarantee Fund. of Sustainability (FGS).

For its part, the opposition announced that it will promote the reincorporation in the chamber of the chapter on tobacco taxes , which increases the rate of internal tax from 70% to 73% (the Government had removed it alleging "lack of consensus").

Beyond what happens in the Lower House, Francos also expressed confidence in what could happen in the Senate, where the conformation could generate greater difficulties in giving the eventual final sanction of the norm.

“It's not that I see it as complicated in the Senate, the senators represent the provinces and many of the provinces support this law because they have regulations that affect deregulation that affect the exploitation of their own natural resources. There are many regulations that make interest to the provinces, including the Tax Reform Law as well, that make shared resources that will bring funds to the provinces that are having budgetary difficulties. I have spoken with many governors and they will accompany,” he stressed.

Tobacco Tax and the privatization of Banco Nación​

Two of the points that generated the greatest controversy in the parliamentary discussion were the Tobacco Tax Law and the privatization of Banco Nación, chapters that were withdrawn but that, according to Francos, will be addressed in the future.

Regarding the tobacco issue, Francos admitted that they removed it from the Base Law due to the “counterpoint” it generated. There are conflicting interests. There is the company, known as Señor del Tabaco, and a series of traditional companies and the interests of the tobacco provinces, Salta, Misiones. This company that does not pay taxes like the rest generates a very significant drop in revenue. That goes to the tobacco companies themselves. I think we have to reach an agreement on this issue that puts all companies on equal terms ,” he explained.

In reference to the privatization of Banco Nación, the minister announced that the Government did not abandon the idea of allowing the entry of foreign capital, and he announced that the idea they have is the model of the Bank of Brazil that, he stated, Lula promoted in his first term as president.

“There are several sectors of Argentine politics that consider Banco Nación as a banner of a public company. We do not understand it very well and it is a debate that we are going to have anyway, we will not leave it aside,” said Francos.

“We want the Lula model, we have studied it very well, the leadership of the bank has analyzed it very well and we hope in the future to debate it and convince the rest of the sectors. A publicly traded bank generates a series of management controls that will absolutely change the conception of public banking in Argentina. “They are important steps that we have to take towards banking efficiency and transparency,” he concluded.
