The unconventional schedule that Javier Milei chose for the Opening of Sessions that will take place this Friday - he will speak before Congress from nine at night - forced the governor of the province of Buenos Aires, Axel Kicillof , to modify his agenda for that day ; in which he also planned to celebrate the opening of sessions before the Legislative Assembly of the province of Buenos Aires. However, the Buenos Aires ceremony will move to Monday of next week.

As Infobae learned , Kicillof was invited to the opening of sessions that Milei will give - the first of his mandate - and will attend Congress to listen to the presidential speech. It will be in the midst of a strong dispute between the national government and some governors, among whom the Buenos Aires governors, the Patagonian leaders, are initially noted, with the epicenter in the conflict with the Chubut governor, Ignacio Torres and the Cordoban Martín Llaryola .

According to what they say in La Plata, the last time that the president and the governor of Buenos Aires exchanged messages was after the meeting that the Head of State held with all of the provincial leaders in mid-December. There, Milei told them that he would advance an adjustment plan. The rest of the story is known: DNU 70/23, presentation of the Omnibus Law, negotiation of the legislative initiative and acceleration in the reduction of programs and transfer funds to the provinces.

In that instance is the Milei-governors relationship. Practically cut. The president warns that he will not give in on his fiscal adjustment plan to achieve a surplus. The governors are between withdrawal, displays of unity and the judicial battle for the restitution of funds. Kicillof is one of them.

The Buenos Aires government has already presented five administrative claims to the Nation for debts and funding cuts. They deal with the non-execution of agreements of the Buenos Aires Penitentiary Service; another that responds to the lack of payment in the Food Service for school cafeterias; a third claim that corresponds to the Transportation Compensation Fund; a fourth request by the Teacher Incentive Fund (FONID) and finally another claim for non-payment of transfers agreed in the Fiscal Consensus and debts for the months of November and December of last year and January 2024, related to the Strengthening Fund Prosecutor of the province of Buenos Aires; that the national government decided to eliminate this Monday.

“We are facing a president who has decided to reconfigure a State. He steals the resources of the provinces. To be clear with this: they are not resources from either a governor or a government, they are from the people of the province of Buenos Aires,” Kicillof said on Monday at an event he organized in La Plata to announce that Buenos Aires will complain to the Court. Supreme Court the restitution of the Fiscal Strengthening Fund. The confrontation is total.

The Buenos Aires governor will present this and other claims to the national government in detail next Monday before the Legislative Assembly to begin a new period of ordinary sessions. He will ask the ruling party and the opposition to support the claim for the funds that have already been cut, arguing why they are not discretionary, but rather come to balance the gap in resources that the province suffers: it contributes 40% of the GDP and receives 22%. Something that other political forces such as the UCR or the PRO also agree on. The difference with the ruling party lies in how to address this situation. The positions materialized after the announcement of the Buenos Aires Executive to demand in court the restitution of the Fiscal Strengthening Fund.

Formally, the Legislative Assembly - that is, provincial deputies and senators - will meet on Friday. There, Vice Governor Verónica Magario will request a recess to resume the session on Monday, which will be when Kicillof speaks.

It will also be the first opening of sessions of his second government term. It is likely that the governor will review the four years and say - as he has been doing - that “the people of the Province of Buenos Aires did not vote for adjustment or chainsaw” in the PBA, which is why they chose Unión por la Homeland and will continue on the same path to once again distance itself from the national government. There will be several leaders of Kirchnerism in the boxes. In what was the assumption of his second term, the governor was accompanied by former president Cristina Kirchner. Her presence has not yet been confirmed.
