Changes in building approval processes and permits through technology



In Buenos Aires, getting a building plan approved often involves weeks of back-and-forth between studios, administrators, and technical offices. The timeline varies depending on the specific case, the criteria differ, and each review opens up new possibilities for adjustments. This system has fueled complaints for years from professionals and developers , who suffer from accumulated delays, costs associated with private intermediaries, and procedures that require multiple submissions.



In this context, the Buenos Aires City Government has moved forward with changes to the building permit approval process and licensing procedures , a move that alters the landscape for simpler processes, which can now be completed in a single day. The update incorporates new stages of digital validation and reorganizes the administrative sequence to reduce returns and streamline internal processes.



How would this improvement be possible? Through Model BA , a system developed with Artificial Intelligence (AI) that integrates parameters from the Urban Planning Code and the Building Code into models developed in Revit (Building Information Modeling software). Its function is to verify, in real time , whether a project complies with current regulations. The Undersecretary of Urban Management and Development, Karina Burijson, describes it as “an online analyst available while the project is being worked on ,” designed to replace part of the preliminary review and allow teams to adjust each point before submitting the formal documentation.

The undersecretary traces the origin of this tool to a shared diagnosis among professionals: “For years, the general perception was that any procedure took longer than necessary .” According to Burijson, the slowness in approving plans was due both to the backlog of files and to differences in criteria between firms and agencies . The new methodology seeks to standardize parameters and free up technical capacity for cases that do require urban planning interpretation.



Implementation is gradual. For now, it applies to new construction in Low-Rise Sustainability Units (0, 1, and 2) , a category representing approximately 28% of the city's building lots . The official forecast is that, by March, any project not requiring intervention from the General Directorate of Urban Planning Interpretation will be able to proceed under this system. In parallel, other tools have been incorporated, such as a digital assistant for permits that determines whether a use is allowed on a lot, and modifications to fire safety and horizontal property regulations. The common goal, Burijson notes, is that "those who comply with the regulations can move forward without unnecessary delays . "



In practice, in the case of the first application using this tool, approval was granted on the same day . Until now, a small project could be completed in about two weeks , while others took months. Some applications even dragged on for a year. In this initial phase, the mechanism excludes cases requiring urban planning interpretation , although the Undersecretary indicated that they are also working on improving that process.





However, the system does not operate in isolation , but rather as part of a broader administrative modernization process. The procedure is organized into five stages that combine 3D City, a preliminary digital validation, the TAD (Digital Administrative Documentation) labeling, and the final registration of the plan. First, the system determines if the plot can use this expedited process; then, the focus shifts to verifying that the project information is complete and correctly presented .



The early validation of parameters—height, ventilation, lighting, surfaces, and other code items—allows for adjustments to the models before the formal process begins. According to the Undersecretary, this reduces the number of subsequent corrections and avoids having to redo large portions of the project , one of the most common complaints within the sector.

The change also affects the dynamics between professionals, managers, and public agencies . Many firms delegated interaction with the government, even when some delays stemmed from incomplete documentation or misinterpretations. Burijson clarifies that the idea “is not to exclude stakeholders, but to streamline a process that requires technical responsibility from the professional.” The review thus focuses on a more direct relationship between project designers and agencies , with greater emphasis on data certification.



While the system does not replace urban planning interpretation bodies , it does modify the volume and type of files received. The undersecretary maintains that streamlining the administrative process frees up technical capacity for complex cases and improves the consistency of decisions.





As a complement to the digital system, the City launched a training program for architects , developers, and technicians, which includes trial licenses for projects up to 2,500 m² and support materials to facilitate the transition to these new mechanisms. The strategy aims to consolidate common criteria and promote the adoption of digital methodologies in the validation process.



Burijson summarizes the general idea with one thought: “We want those who decide to invest to be able to do so without the process being an obstacle , always within the regulatory framework.” The challenge will be to observe how these adjustments actually impact the daily work of professionals and the dynamics of projects seeking to move forward with implementation.
