Salta is VERY slow paced which can be ok for short periods of time but would get boring for anyone like prefers bigger cities. It's much cheaper than Buenos Aires, especially dining out at restaurants.
 
It is a beautiful part of Argentina. Rent and especially dining out are much more affordable than BA as Oil Rush mentioned. Very relaxed pace of life. Not much traffic and really stunning natural surroundings and landscapes. The people there are much more friendly vs. BA.

They also have good infrastructure here. Good hospitals, Universities and decent shopping.
 
My ex novia was from Salta. I went with her a few times there. It is a nice city. She liked it better there but she couldn't find a job there. Obviously if you don't need to look for a job and if you're retired and don't mind a more slow paced city it could be a good option.

What I didn't like is I work remotely and the internet was very slow. I stayed in 3 different Airbnbs and had issues in all of them.
