The measure seeks to boost the construction credit market.



The Real Estate Registry of the Federal Capital published this Wednesday a provision regulating the registration of divisible mortgages on real estate projects, with the aim of boosting the construction loan market . Provision 14/2025 details the requirements that public deeds must meet to register this type of encumbrance, which the Government seeks to promote as a tool for access to housing .



The regulations are based on Decree of Necessity and Urgency (DNU) 1017/2024 , which considers the divisible mortgage as a key instrument for financing the development of new ventures , allowing for the guarantee of credits for future units or plots of land individually and autonomously.



Changes in the Real Estate Registry of the Federal Capital

The requirements for registration include: submission of the corresponding land registry certificates; identification of the subdivision project; the property owner's commitment to assign it to the horizontal property regime; the parties' agreement to the division of the mortgage once the property is subdivided; and the inclusion of a sketch or civil works plan identifying the planned units.
