From Buenos Aires you can buy in Puerto Madero in the Buquebus building a package that includes boat, guided bus tour of the city, guided walking tour and lunch at a restaurant. It is worth it because a district of the city is a world heritage site. It is very well organized. It takes an hour and you can choose to go first thing in the morning or 12 o'clock and return at 5 pm or at 8 o'clock or so. It is necessary to go with a passport and with time for customs.
