What is the agreement?
It is a document signed on January 29, 2025 between Milei and Hayden Davis, where the businessman offers himself as an advisor on blockchain and artificial intelligence for the Argentine State, under a confidentiality agreement.
When and in what context was it signed
It was signed during a lightning visit by Davis to Buenos Aires, just 15 days before the launch of the token $LIBRA and after a meeting at Casa Rosada.
What the document said
Davis offered “ad honorem” advice on decentralized technologies, smart contracts, digitization of public documents and training of officials, leaving the door open to future negotiations.
The link with the token $LIBRA
Following the meeting, Milei posted a tweet introducing Davis, which boosted the value of $LIBRA. Hours after the launch, the cryptocurrency plummeted, and the President deleted the tweet.
Money movements under scrutiny
Wallets attributed to Davis sent more than one million dollars in crypto to an Argentine intermediary, who then forwarded them to an alleged crypto exchange, according to the prosecution.
Other agreements and parallel payments
The Congressional Committee detected transfers that matched a previous agreement that included monthly payments for crypto and blockchain advice to people close to the project.

Services offered
This service includes, but is not limited to, advice on the analysis, implementation and development of the following actions in particular:
- Automation through smart contracts: Application of smart contracts to simplify administrative and contractual processes, reducing operating costs and increasing efficiency.
- Digitization of public documents: Registration and secure storage of official documents, such as property titles, certificates and other assets, using blockchain.
- Development of digital innovation ecosystems: Advice to promote the growth of startups and projects related to blockchain and artificial intelligence at the local level.
- Education and training: Creation of training programs aimed at public officials in the use and potential of blockchain and artificial intelligence.
