Anyone know the process of getting a Certificado de Domicilio?

Anyone know the easiest way to get a Certificado de Domicilio? I have heard some different things and read different things and don't know if they changed. Do you still have to go to the police station? Someone told me you can do it online. Any help would be appreciated.
 
The original portal on the Buenos Aires city government website was completely down when I checked today.

My friend said she did hers online. I tried but it doesn't work. She told me the old process went like this:

  • Upload a photo of your passport.
  • Upload photos of the DNI cards for two witnesses.
  • Upload your signed petition requesting a certificado de domicilio.
  • Upload signed declarations from both of your witnesses.
  • Submit the paperwork and use the generated code to book an in-person appointment for a month later.
  • Show up to the appointment with your witnesses to essentially repeat the exact same process in person.
Supposedly, as of mid-February 2026, they updated the system so this entire ordeal can be done 100% online.

But typical Argentina fashion, when you actually scan the provided QR code to access this new streamlined system... the page doesn't exist. Not sure why?

The phantom QR code leading to a digital dead end is peak Argentine bureaucracy! Very few things work as intended here.

I was told The City recently pushed a major update to make the Certificado de Domicilio a "100% online" process that can supposedly be done in minutes. When they rolled out this new system, they likely wiped the old landing pages- instantly killing the QR code that is generated. These "streamlined" updates are almost always designed for citizens who already have an Argentine DNI, frequently leaving the specific flow for foreigners broken, hidden, or stuck in a loop.

Here is how you can bypass the dead QR code and get this sorted out:

Ditch the QR code entirely. The specific process you are looking for is officially called the "Solicitud de Certificado de domicilio para extranjeros sin DNI".

  • Go directly to the Buenos Aires city portal (buenosaires.gob.ar) and log into your MiBA account.
  • Should work here: https://buenosaires.gob.ar/gcaba_hi...itud-de-certificado-de-domicilio-real-en-caba
  • If the new online system is actually functional for foreigners, it should allow you to upload your passport and the details of your two non-family Argentine witnesses (who must be over 18 and have valid Argentine DNIs) directly through the portal.

If the MiBA portal glitches out or blocks you because you don't have a DNI yet (a very common digital hurdle), you will have to skip the online headache entirely.

  • Gather your physical passport, your two witnesses, and their physical DNIs.
  • Head directly to a City Commune office (Sede Comunal). The Sede Central (Uruguay 753) or Subsede Comunal 2 in Recoleta (Vicente López 2050) are generally reliable options.
  • Tell the desk agent that the online system for foreigners is throwing a 404 error and you need to process the witnesses manually.
