Anyone get stamp tax (impuesto de sello) waived by getting DNI when buying new property in Buenos Aires?

I thought I saw a post about possibly getting stamp tax waived when buying a property here if you're a resident. Does this count if I'm not a permanent resident and just temporary? I can't find the article here. Has anyone gone through this process? I may get my DNI if this is true as I can save a fortune.

Use the search feature on the top right. It is very good if you do searches. I just put stamp tax and the article came right up.

I have no personal experiences because I bought my apartment a long time ago and I had to pay half of the stamp tax.
